The Madhya Pradesh Electricity Regulatory Commission (MPERC) on October 03, 2025, issued the Madhya Pradesh Electricity Regulatory Commission (Forecasting, Scheduling, Deviation Settlement Mechanism and related Matters of wind and Solar Generating Stations) Regulations, 2018 (Third Amendment) [AG-44(iii) of 2025].
This shall come into force from October 03, 2025.
The following has been stated namely: -
• In regulation 2, a new sub-clause (c1) shall be inserted after existing sub-clause (c), namely: "(c1) 'Area Clearing Price' or 'ACP' means the price of an electricity contract for a time block transacted on a Power Exchange after considering all valid buy and sale bids in a particular area(s) after market-splitting;"
• A new sub-clause (ha) shall be inserted after sub-clause (h) of clause 2 (1), namely: "(ha) 'Energy Storage System' or 'ESS' means a facility where electrical energy is converted into any form of energy, which can be stored and subsequently reconverted into electrical energy and injected back into the grid;"
• A new sub-clause (ja) shall be inserted after sub-clause (j) of clause 2 (1), namely: "(ja) 'General Seller' means a seller in case of a generating station based on resources other than wind or solar or hybrid of wind-solar resources:"
• Regulation 3, clause (2) shall be substituted. It states that Regulation 3 expands applicability to all sellers involved in open access electricity transactions within or outside the state, covering wind (≥10 MW), solar (≥5 MW), and hybrid (≥10 MW) projects, including those with energy storage systems (ESS). It also includes stand-alone ESS and renewable projects selling power outside the state with a capacity of 1 MW or above.
